In 2002, Gemplus was selected to provide over 1.2 million smart national ID cards to the Sultanate of Oman in order to streamline and increase quality of public services through an automated citizen ID system. The Oman national smart ID card program is the first smart card-based citizen identity solution ever to be deployed in the Middle East.

United Arab Emirates  
In April 2003, Gemplus was awarded a contract in the Middle East together with Sagem to deliver over 2 million cards to the UAE population. The Ministry of Interior of the UAE is deploying a smart card-based ID program to its citizens to improve quality of public service. This will become the largest smart ID card deployment to date in the Middle East.
